The Rights of Way and Recreational Highway Strategy 2011-2026 (ROWRHS) is Warwickshire’s second Rights of Way Improvement Plan, or ROWIP, and forms part of Warwickshire’s third Local Transport Plan (LTP). It was approved by WCC Cabinet on 17 March 2011 and took effect from 1 April 2011.

ROWIP Implementation Plan

The ROWRHS will be accompanied by a three year ROWIP Implementation Plan. This has yet to be prepared. It will be entirely separate from the main LTP Implementation Plan, and will outline the actions proposed for the first three years of the Strategy, together with performance targets and measures.

Background

Warwickshire’s first Rights of Way Improvement Plan (Countryside Access and Rights of Way Improvement Plan or CAROWIP was prepared in tandem with the second LTP and there was partial integration of the two documents although they were prepared and published separately.

Preparation of the Warwickshire’s third LTP (LTP3) offered an opportunity to complete the process of integration and so the second ROWIP, which took effect from 1 April 2011, is a full strategy within LTP3 – the ‘Rights of Way and Recreational Highway Strategy’ (ROWRHS).

Consultation – the draft strategy

Preliminary consultation

Under Section 61(1) Countryside and Rights of Way Act 2000, it was necessary to consult various organisations before a Draft ROWIP is published. This included all the Parish and District/Borough Councils within Warwickshire. In addition to the statutory consultees views were also sought from community partners and volunteers as well as local user groups.

12 week statutory consultation

The draft plan was published alongside the rest of the Draft LTP for a 12 week consultation period through June, July and August 2010. Comments and suggestions received during that period, together with officer recommendations for any changes to the Draft Strategy were compiled into a report which went to County Council Cabinet along with the rest of LTP3 in March 2011.

Publication of the strategy

Final approval of LTP3 was given at Cabinet on 17 March 2011 and it took effect from 1 April 2011.
