The SEND needs assessment brings together a wealth of work to understand the views and needs of children and young people with special educational needs and/or disabilities. Its primary purpose is to inform commissioning at both strategic and operational levels so that services are tailored to need and based on evidence.
A child or young person has SEN if they have a learning difficulty or disability that means they need special educational provision or support to help them learn. Under the Equality Act 2010, a disability is defined as "a physical or mental impairment which has a long-term and substantial adverse effect on their ability to carry out normal day-to-day activities."
