Hatton Park, October 2024 - Questions and answers
What are the outstanding works onsite?
The sequencing of works will be the following:
- w/c 28 October – 3-way lights to accommodate remedials to footpath, tactile installation and excavate for HV connection pits (phase 10 TM plans, however, we can call this phase 13).
- w/c 4 November – Continue with phase 13 works to complete HV diversion works and backfill connection pits.
- w/c 11 November – Footpath surfacing works, Phase 13 and Phase 7 TM plans.
- w/c 18 November – ADS1 sign installation (TM plan 8). Landscaping and fencing works will be accommodated off-line during this period.
Will there be a new island?
The s278 works on Birmingham Road will provide a pedestrian refuge island opposite no.403 Birmingham Road, which is currently in the process of being constructed. The location of the pedestrian refuge island is shown in the drawing extract below, which will allow pedestrians to cross Birmingham Road to the south of the new Union View junction.
The agreed s278 scheme proposals have always consisted of a new ghost island right turn facility, providing access into the Union View development, however, there hasn’t been anything proposed within the design that would prevent vehicles from turning right out of the new Union View junction.
What is happening with regards to trees and landscaping?
The landscaping proposals along the highway boundary are currently being finalised and will require approval from Severn Trent Water due to planting being positioned within a sewer easement. Once the landscaping details are approved by STW, we will publish the proposed layout.
In addition to planting along the highway boundary, a timber 4-post and rail fence will be erected on the highway boundary, which is the standard way in which the highway boundary is demarcated.
Who will have responsibility for the maintenance of landscaping within the highway which includes the land dedicated under the S278 Agreement?
From experience with County Highways on other highway improvement schemes, the level of maintenance the Council would usually provide in this type of area would include a 1m width cut, 3-times a year and any necessary visibility splays. We will contact Warwickshire District Council to find out if they have a maintenance regime in place in this type of area and update accordingly.
Are any provisions being made for emergency vehicles to pass?
Throughout the duration of the overnight closures of A4177 Birmingham Road, the s278 contractor in conjunction with the TM contractor will provide access through the works when required for emergency service vehicles and residents.
The resurfacing works will be carried out in two halves, therefore during the majority of the works, there will always be one lane where emergency access can be provided, if necessary, at all times.
The only time when emergency access into Union View may be affected for a short time, is when resurfacing is taking place across and within the new bell mouth, however the contractor will endeavour to minimise any restrictions to emergency service vehicles during this particular element of the resurfacing works.
Will the overnight work cause much noise?
Our contractor McPhillips will take measures that are considered best practice in relation to construction work carried out at night. The contractor will employ the best practicable means to reduce to a minimum the noise produced by the operations.
The noisiest activities will be scheduled for the beginning of the shifts so that the impact on sleep is minimised.
How long will the 4 way lights be in operation?
The 4 way lights will be in place and in operation until Friday 25 October.
Why can’t some of the footpath work be done during the night time closure?
Carrying out these works at night would extend the duration by a further day, causing a greater impact on the residents on the southern side. The southern footpath work will be undertaken between 9am and 3pm to minimise impact of the traffic management.
When is the scheme due to be completed?
The project is still on track to be completed this Autumn [2024].
Scheme Progress Reports
2 October 2024
The following S278 highway activities will be taking place on the A4177 Birmingham Road over the coming weeks by our appointed contractor McPhillips:
- Two new islands have been constructed on Birmingham Road, one of which is a splitter island and one is a pedestrian refuge island. Tactiles are to be installed within the pedestrian island to complete its construction.
- Within the area of the former temporary S184 access, work will continue to remove this access and start works on the continuation of the shared footway cycleway up to chainage -107m.
- A trench is to be excavated within the verge to enable street light ducting to be laid within the remainder of the Phase 11 work area.
- Edging kerbs will be laid to form the remainder of the shared footway cycleway up to chainage -107m.
- Once edgings kerbs are installed, the footway cycleway will be formed using Type 1 sub-base in preparation for Binder Course to be laid from the end of the current footway cycleway construction to chainage -107m.
- The former S184 access will then be topsoiled and reprofiled.
The following S278 highway activities have been completed by McPhillips:
- Upgrading the highway drainage system on the southern side of Birmingham Road (fronting the bungalows). The works included connecting storm sewer EX02 to EX01, both of which are located at Ch22m on either side of Birmingham Road.
- This allowed for the contractor to commence the installation of the kerb drain system from Ch25m to Ch125m, during which time access to the bungalows to the south of Birmingham Road was maintained.
- With the new kerb drains installed, existing highway gullies on the southern side of Birmingham Road (referenced as EG07-EG11) have been broken out and removed.
- All drainage works on the southern side are complete, the existing narrow footway on the southern side of Birmingham Road (between Ch25m – Ch125m will be reinstated and resurfaced.
Traffic Management
The 3-way traffic signals on Birmingham Road will continue to be manned by an on-site Traffix operative throughout the day to try to minimise any long queues from forming during peak periods.
The traffic management in place for the scheme is currently utilising full-time 3-way traffic signals.
McPhillips will be working within Phase 11 (see extracts below) over the next 3-4 weeks, during which time 2-way traffic signals will be utilised for the first 2 weeks, following which there will be a need to work under 4-way traffic signals for the remainder of Phase 11, due to the location of the works area. The distance between signal heads will remain at a maximum of 150m.
