Fees are set out in a schedule and calculated based on the number of trips generated by a development over a six-hour modelled period. This is the total number of trips arriving and leaving the development site between 7am and 10am and 4pm to 7pm or the three-hour modelled period on Saturdays (between 11am and 2pm), whichever is the higher figure.

A discount of 50% off the total licence fee can be applied for Local Plan representation modelling assessments.

Trip distributions based on mobile network and census data

The cost a single Mobile Network Data (MND) model run will be £420 +VAT for the first LSOA and £210 +VAT for additional LSOAs. AM and PM distributions in matrix format appended to MSOA (or LSOA where available), model zones and an assignment diagram for the MSOA level data are provided as standard for a typical use. Additional uses and provision of other information can also be provided but costs are in addition to those associated with the production of standard distribution information.

Please note that costs associated with deriving the MND would need to be borne by your client in full and are not covered by the model licence fee.

Charges at £80 per count site plus VAT. 

Traffic survey licences

All new surveys being undertaken on the WCC highway network must obtain a permit. WCC internal requests will not be subject to a charge but must obtain a licence.  External requests will be subject to the following charges:

  • £125 plus VAT per survey site
  • £75 plus VAT per survey site, on condition that the full dataset collected is shared with WCC.

Permit scheme for third party traffic survey installations in the highway

WCC adopted a permit scheme process from 1 October 2018 to cover third party traffic survey equipment installations on the local highway authority network within Warwickshire.

The process is managed by Leicestershire County Council on behalf of WCC. The online request form for the third-party traffic survey licence process which includes a payment function is the same as Leicestershire.
