Commissioning Traffic Surveys during Covid19 - Update 3 September 2021

Data collection equipment is being deployed to collect information which will monitor social distancing and levels of traffic, cyclist and pedestrian flows in central areas of towns. The devices will initially be deployed in the towns listed below, but locations may change according to need.
- Alcester
- Atherstone
- Bedworth
- Leamington Spa
- Nuneaton
- Rugby
- Stratford-upon-Avon
- Warwick
The data gathered will provide an evidence base which will support decision making. Data collected will include:
- Pedestrian footfall in key locations such as shopping and tourist areas.
- Traffic, cycle and pedestrian flows.
- Adherence to social distancing guidelines.
This data will provide an indicator of economic recovery and will support analysis and assessment of the road space reallocation programme which has been introduced to support social distancing. It will also build an understanding of any changes in travel behaviours and inform decision making around future schemes and strategies for all modes of transport.
The data will be collected using a mix of Automatic Traffic Counters, either radar devices that attach to street furniture, or pneumatic tubing laid across a road. These are installed on a temporary basis to measure the volume of traffic, vehicle classification and traffic speed data. A relatively new radar device will be used in some areas. This uses video feeds collected via a camera to detect, classify and analyse road users. These devices can count pedestrians and cyclists, assess road user movements and provide social distancing analysis. This video equipment does not collect or record personal data and it does not utilise facial recognition technology. A Privacy Impact Assessment has been produced.
