Strategy, Planning and Governance exists to enable the organisation to deliver its purpose today and to improve how the organisation delivers its purpose for tomorrow.
More specifically, we are here:
- To advise, challenge and facilitate delivery of our organisational objectives
- To keep the organisation protected, safe and compliant
- To support delivery of the priorities and change we have identified
Through our work we are committed to ensuring that our citizens, staff, councillors and stakeholders have the trust, confidence and assurance that we are a well-run council and that we can deliver our plan to make Warwickshire the best it can be.

- Corporate Policy and Strategy
Legal and Governance ensures the Council is protected, safe and compliant and that it operates to high standards and demonstrates strong governance. This service includes:
- Legal services
- Democratic services
- Information Governance
- Coronial support services
- Support to the Lord Lieutenant
Change Programmes supports the council to plan and prioritise its activities and to deliver its change programme. This service includes:
- Governance Monitoring and Reporting
- Project Management System and Support
- Change Benefits, Cost, Risk and Assurance
- Resource planning
- Change planning and delivery
- Service planning and improvement
- Service redesign (inc. digital design)
Marketing and Communications manages and promotes the reputation of the council so that residents have trust and confidence in us. This service includes;
- Strategy and planning
- Brand and reputation
- Stakeholder engagement
- Internal communications
- Social media and campaigns
- Media relations
Community Partnerships builds community capacity through collaborative working with partners, VCSE and other stakeholders, and community focused delivery. The service includes:
- Relationship and grant management with the voluntary community and social enterprise (VCSE) sector
- Commissioning of VCSE infrastructure across Warwickshire
- Community engagement and delivery of community outreach
- Facilitating partnership/ VCSE delivery around Levelling Up and Community Powered Warwickshire
- Coordination of cross-council and partnership initiatives (Social Fabric Fund, Cost of Living, community supermarkets (pantries), Warwickshire Food Strategy)
- Armed Forces Covenant
Corporate Policy and Strategy provides strategic support to the Council so that it has a clear direction and is fit for the future. The service includes:
- Design and operation of the Council’s strategic policy framework
- Facilitation of Intelligence and evidence led decision making and strategy development
- Articulation of strategic intent and direction informed by systematic analysis of future opportunities and challenges
- Facilitation of strategic conversations and support to translate strategy into business planning, change and transformation
- Identifying and maximising the opportunities for join up across the organisation to deliver better outcomes
