Street lighting on a new housing development

The vast majority of street lights in Warwickshire are our responsibility.

However, if you live in a house that is on a new development the street lighting is likely to be the responsibility of the developer.

When a new housing development is built, the developer is responsible for the upkeep of any street lights (including all maintenance and electricity costs) on the development until the developer decides to pass it to the council for adoption. In order for us to adopt the development, and street lights if so agreed*, as highway the developer must previously have entered into a legal agreement with the council to do so, and ensure that all aspects of the new highway on the development are constructed to council specifications. It can typically take upwards from 2 years after construction until the developer offers the development to us for adoption.

If you have a street lighting issue or fault, and you live on a house on a new development, you should contact the housing developer and liaise with them on your street lighting issue or ask that they repair the fault. We are not able to carry out street light fault repairs on unadopted roads.
