Determining eligibility
The England National Concessionary Travel Scheme (ENCTS) is operated by Warwickshire County Council on behalf of the government.
Provision of the free concessionary bus pass is a statutory duty for Warwickshire County Council, but the eligibility and basic entitlements are set out in legislation. Anything offered above the basic minimum must be approved by Councillors as Member-approved policies.

Warwickshire residents will be entitled to an older person’s bus pass from the day they reach state retirement age.
Warwickshire residents may qualify for a disabled person’s bus pass if they have one of the following qualifying disabilities:

a | is blind or partially sighted – able to register as severely sight impaired or sight impaired |
b | is profoundly or severely deaf – hearing level at 70dBHL or worse in both ears |
c | is without speech |
d | has a disability, or has suffered an injury, which has a substantial and long-term adverse effect on his ability to walk |
e | does not have arms or has long term loss of the use of both arms |
f | has a learning disability, that is, a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning |
g | would, if he applied for the grant of a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988, 1988 c. 52. have his application refused pursuant to section 92 of that Act (physical fitness) otherwise than on the ground of persistent misuse of drugs or alcohol. |

Decisions on eligibility are made according to the County Council’s interpretation of legislation and associated guidance and information. The way in which decisions are made are set out in our Method Statements.
