Eligibility is set by central government and is either based on your age (above state retirement age) or qualifying disability.

The concessionary travel scheme: valid to 31 March 2025
The scheme operates the statutory minimum, on behalf of central government, and provides free off peak bus travel for all ENCTS passholders from 9.30am until 11pm on weekdays and all day on weekends and bank holidays.
It also provides the following discretionary enhancements for Warwickshire passholders, when they board a bus within Warwickshire:
- free bus travel at any time for Warwickshire disabled person's pass holders
- free bus travel from 9am on weekdays for Warwickshire older person's pass holders
- free bus travel until midnight on weekdays for Warwickshire older person's pass holders.
- a companion (+1) pass for some of those Warwickshire passholders most severely affected by a disability which allows a carer to travel with them free of charge within Warwickshire
The discretionary enhancements are for Warwickshire passholders only. Passholders from elsewhere in England are restricted to the statutory scheme.
